Women Sweeping With Babies Strapped To Their Backs In Oyo State

The women are sweepers of the Oyo State Government. The second one (below) was carrying a baby suspected not to be more than 3 months. She had to cover the baby with a shawl. Is this hardwork or poverty in the land?
